Rulers of Elwynn
The Rulers of Elwynn is the term which is used to collectively refer to the distinguished group of individuals who have ruled Elwynn over the course of its history subsequent to the Shirerithian conquest and its creation as a Duchy.
From 1452 AN through to the present day fifty-three rulers, both individually as well as collectively and with a wide variety of titles and powers, have held the reins of government throughout the long, complex, chaotic, unruly and often violent history of the Elwynnese Nation. Almost all of the Twelve Peoples of Elwynn have supplied one or more rulers, the exception being the Amokolians and the Cimmerians.

Rulers in their own Right
A Ruler in his or her own Right is under Elwynnese law and custom an individual who legally and lawfully holds the White Orchid Throne or a person that in accordance with law conducts the government when the aforesaid ancient Throne of Elwynn is vacant. From the ancient times nigh beyond the memory of (wo)man of Duke Scott of Alexander to the present day Royal Riverine Reign of King Noah there have been 46 Rulerships of individuals who have ruled the Flower of the North in their own Right.

Governing Stewards
Under Elwynnese law and custom a governing Steward is a person who in accordance with law conducts the government, effectively as a regent, when the holder of the White Orchid Throne is absent, indisposed or a minor. In the recorded history of Elwynn there have been eight such periods of Stewardship.

It should be noted that the title of Lord Protector was conferred upon Scott of Alexander by Kaiser Loki III by means of Imperial Decree 323 when giving the former all the powers of the Duke of Elwynn, while the title of Conducător was a self-bestowed title for certain individuals who assumed executive power. Nonetheless in the instance of the Conducător the powers exercised where effectively those of a governing Steward.
Consorts
Under Shirithian law, which at the time fully controlled the subdivisions of Shireroth, the spouse of a Duke or a Baron was considered the consort of the reigning noble, sometimes deemed a Honorary Ruler in their own right. For the purposes of the then Lawbook of Shireroth, Dukes and Barons were referred to Ruling Nobles and spouses as Honorary Nobles. Honorary Nobles had the same powers as Ruling Nobles, except for the Landsraad vote(s) of the Ruling Noble. The legal concept of Honorary Nobles disappeared from Shirithian law when the Duchies of Shireroth became Imperial States in 1583, although the aforesaid legal concept already ceased to be relevant for Elwynn when it, somewhere after 1567, during its days of independence did away with the laws it had inherited from Shireroth upon seceding therefrom.

Note #5: ***** During the days of Elwynn's independence East Elwynn, the part of Elwynn which had remained in Shireroth after Elwynn's independence had been recognized by the Imperial Republic, had been placed under the protection of Goldshire and was later incorporated as the Thanedom of Elwynn under the Duchy of Kildare. It remained without a Duke for about two Elw calendar decades until the Kaiser of Shireroth named Balarak Alaiaon to the office of Duke of Elwynn.
Note #6: ****** Under the Instrument of Government 1606/II, "Damnatio Loki, Einhornsson Laudes", the election of Jacobus Loki as Prince of Elwynn was declared illegal because of fraud and other unsound practices, and Tarjei Einhornsson was declared the true victor. Tarjei Einhornsson's reign was therefore said to have occurred between 1597 and 1600, when Soreaa Isurui became secretary of the interim government after Jacobus Loki had Elwynn rejoin Shireroth.
Note #7: ******* In 1607 the Conducător, Daniel Simrani-Kalirion, declared by means of Instrument of Government 1607/II, "An Instrument of Government for Arrangements Pertaining to the Demise of the Prince" that Prince Nathaniel, the Nineth Prince of Elwynn, had died in a tragic accident at sea. This while Nathaniel was alive and well in Natopia. Nathaniel kept claiming the Princehood of Elwynn while he was in exile in Natopia, a situation which lasted until he returned to Elwynn and the White Orchid Throne in 1618 for the Nathanielian Restoration.
Note #8: ******** In 1609, at the hight of the Icebear Rebellion, the Holy Church of the Divine Icebear proclaimed the Theocracy of Elwynn. The Divine Icebear was named Lord of Elwynn.
