The Stewards of Shireroth rule in place of the Kaiser when the Kaiser is unavailable, is a minor, or if a Kaiser has abdicated or died without leaving an heir.

Not all Kaisers have had Stewards. However, many have had, some as assistants and as a kind of chief of staff and some as deputies for a specific time or circumstance.
