NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, to her subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.
Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.

Contributions from Elwynn
Whereas His Royal Highness The Imperial Steward, Khan of Cabbagefall, pursuant to Imperial Decree 866, negotiated a settlement on budget contributions from the Elwynnese Union, and finalized an agreement with Our Husband, His Majesty the King of Elwynn, on budgetary contributions from the Elwynnese Union, on whose behalf Our Son, His Imperial Highness Prince Vilhjalm Daniel Gudrödar, Prince of Amokolia, Shahzade Bey of Hjartahorn, signed along with the Steward on behalf of the Imperial Republic, and whereas that agreement, entitled the Alejian Castle Agreement, has been ratified by the King's Majesty, We do hereby ratify the Alejian Castle Agreement of 22 Muulantooqu 1646 (copy of which is in the Appendix), and incorporate it in the body of Imperial Law.
We instruct Our Court Historian and Notary to undertake, on behalf of the Imperial Republic, the necessities of proper submission under Article VII of the Alejian Castle Agreement.
IN WITNESS WHEREOF We have caused the Imperial Seal to be affixed to this Decree which We have signed with Our Hand. Given at the Keep this eighth day of Rugaall in the year after the death of Norton one thousand six hundred and forty-six.

THE ALEJIAN CASTLE AGREEMENT
BETWIXT
THE ELWYNNESE UNION
AND
THE IMPERIAL REPUBLIC OF SHIREROTH
CONCERNING AN ANNUAL CONTRIBUTION BY THE IMPERIAL STATE AFORESAID TO THE FEDERAL BUDGET
INSOMUCH the Royal Government of the Elwynnese Union and the Imperial Government of the Imperial Republic of Shireroth have recognized that the resources of the Imperial Dominions, which heretofore were the sole source of revenue for the Federal Government aforesaid, are insufficient to provide the funding needed to defray the expenses incurred by the Imperial Government in the exercise of the mandate conferred upon the Imperial Government aforesaid by the Charter of the Lands of the Golden Mango Throne and also being very aware that it would be prudent for the Elwynnese Union to make a monetary contribution to the collective interests of all of those who are Shirerithian.
NOW THEREFORE, let it be heard and known throughout the Imperial Republic of Shireroth and across the Borders Beyond that the King of the Elwynnese Union, His Riverine Majesty King Thorstein Noah Hallbjörns- og Esthersson of the Houses of Waffel-Paine, of Ayreon-Kalirion, and of the Descendants of Freyja, Kaiser Consort of the Imperial Republic of Shireroth, and the Steward of the Imperial Republic of Shireroth, His Royal Highness Daniyal Sikander Dravot, Khan Consort of Cabbagefall, Arandur of Alalehzamin and Utasia, have in a spirit of cordiality and mutual understanding met in the Prætorial holiday residence of Alejian Castle in the village of Harthyr in the Elwynnese Circuit of Wintergleam and assented with one another to the following Articles of Agreement:
Article I: Federal Budget Contribution by Elwynn
From the year 1647 Ab Nortone onwards the Elwynnese Union shall - from the bounty most graciously and most generously bestowed upon the Land of the Misty Cloud by its Matron and Sacred Queen, Her Most Sacred Majesty the Lady Elwynn Kwendia Eiseamlars- og Spedomhainsdóttir of Mount Yaanek and the Tower of Araxion - annually pay into the Treasury of the Imperial Government of the Imperial Republic of Shireroth a sum of money as contribution to the Federal Budget.
Article II: Size of Budget Contribution and Pay Date
The sum paid by the Land of the Misty Cloud under the preceding Article of this present Agreement shall be the equivalent of 5% of the annual Landsframleiðsla, which is in the Common Tongue known as Gross Domestic Product, of the Elwynnese Union. The aforesaid sum shall be due on the First Day of the Month Silnuai of the Elwynnese Calendar Year.
Article III: Free Spending Discretion for Imperial Government
The Imperial Government of the Imperial Republic of Shireroth shall be free to spend the monies received in accordance with this present Agreement on whatever it deems necessary or expedient to carry out the mandate conferred upon the Imperial Government aforesaid by the Charter of the Imperial Republic of Shireroth. Likewise may the Imperial Government of the Lands of the Golden Mango Throne stash any surplus of the monies aforesaid into a Sovereign Wealth Fund or a Rainy Day Fund.
Article IV: In Case of Usurpation of Kaisership
In the event that a usurper takes control of the Kaisership, the Elwynnese Union may withhold any payment to be made to the Treasury of the Imperial Government of the Imperial Republic of Shireroth under this present Agreement until such time such usurper has been brought down, provided always that it shall use such monies as part of the funding to combat the usurper aforesaid.
Article V: Definition of Usurper
For greater legal certainty, a usurper shall be defined as anyone claiming to be the Kaiser without having been elected to the Kaisership by the Landsraad or having been designated successor to the Kaisership by the Imperial Decree of the previous Kaiser upon, or prior to, zir death or abdication.
Article VI: Entry into Force
This present Agreement shall come into force upon ratification by the Elwynnese Union and the Imperial Government of Shireroth in accordance with their respective constitutional processes and requirements.
Article VII: Instruments of Ratification
The Instruments of Ratification of the present Agreement shall be deposited as soon as possible with the Prætorum, the Office and Household of the Prætor, at the Landsraad Front Gate, which in turn shall notify the other Party of such deposit.
Article VIII: Duration of Compact
This present Agreement shall be in force until such time as the Elwynnese Union ceases to be an Imperial State of the Imperial Republic of Shireroth, provided always that the aforesaid shall not be construed to prevent the Parties to the aforementioned compact to, by mutual consent, amend, revise or replace this present Agreement.
