The Triple Towers stand within Raynor's Keep, the part of Shirekeep within Kaiser Raynor I's old city walls.

The first houses the Imperial Advisory Council, where the Kaiser meets his most trusted friends. The second was formerly the barrack of the Apollonian Guards, the Kaiser's bodyguards. Before the reign of Kaiser Gaelen IV, it served as the barracks of the Kampioens. After the reign of Kaiser Aiomide the middle tower served as the barracks of the Order of the Sentinels.

The third is the grace and favour home of the Imperial Arbiter, who dispenses justice on the realm's most sinister criminals from the Imperial Judex in Shirekeep.
