Since the end of the Mikron War, the Council of Gods had brought order to the Universe and had successfully more or less separated the celestial beings from the 'lesser', weaker beings (like humans). Nonetheless, humans were seen by the Gods as special creatures, known to think for themselves (like the Gods), who could have access to powerful magic and knowledge.

To assure that the Council would have a powerful representative in the human world, and as a gift to humanity as a whole, the Council created the Heavenly Mandate.


A Curse or Blessing?

The person who was granted the Mandate was seen to have been blessed with the support of the Gods, but the same time making Him the enemy of the evil spirits and Baishens. For this sacrifice, Catologians look to those with the Mandate with admiration. In South Batavia it went even so far that the Heavenly Light (the ruler of South Batavia) had absolute power over His/Her subjects.

The Church announced after the collapse of South Batavia, that the Heavenly Mandate had been transferred to the Kaisers of Shireroth.
