It was built at the commission of the Storjarl Hallbjörn Haraldsson of the Houses of Ayreon-Kalirion and of the Descendants of Freyja during his tenure as Ruling Steward of Elwynn for the purpose of hosting the Perpetual Feast, an invented ceremony concocted by the Froyalanish in order to manufacture a false sense of historic continuity between their occupation and colonisation of Elwynn and the country's ancient past.
