It was built at the commission of the Steward of Elwynn, Storjarl Hallbjörn Haraldsson of the Houses of Ayreon-Kalirion and of the Descendants of Freyja for the purpose of hosting the revived Perpetual Feast. The aforesaid hall is for all intents and purposes considered a Royal Residence.
