The Tower of Bureaucratic Despair, or to unforgiving bureaucrats known as Tower of Sardonic Joy, is a building in Shirekeep near the Palace of Zirandorthel (the seat of the Landsraad). It houses copies of all laws, Decrees and Treaties still in effect.
