IMPERIAL DECREE 792: The Scribe of Raynor's Keep

Hear! Hear!

1. Insomuch Kaiseral record-keeping has during the long history of Imperial Republic of Shireroth ofttimes suffered from the disinterest, laziness and incompetence of several occupants of the Golden Mango Throne, We do by this Our Imperial Instrument create the office of Scribe of Raynor's Keep to alleviate the effects of such Kaisers.

2. The Scribe of Raynor's Keep (hereafter "the Scribe") shall be the head of the Tower of Bureaucratic Despair, to unforgiving bureaucrats also known as Tower of Sardonic Joy, and be qualitate qua a member of the Imperial Advisory Council as well as a senior official of the Imperial Household and Heritage of the Golden Mango Throne.

3. The Scribe shall be responsible for assisting the Kaiser with keeping the future Kaiseral records impeccable, including, but not limited to, keeping the Decreebook up-to-date.

4. It shall also the duty of the Scribe to ensure the deposition of copies of all Laws, Decrees and Treaties which are still in effect in the Tower of Bureaucratic Despair.

5. The Scribe shall, within zir remit, have the authority to take all the measures that zie may deem necessary or expedient to carry out zir duties.
