ON THE STATUS OF LICHKEEP

The City of Lichkeep is currently listed as an Imperial Dominion and also an integral component to the Kingdom of Lichbrook and the Greater Shirekeep Metropolitan Area. The tripartite division of the capital city is a bittersweet fact to me, as a relative newcomer to these great lands. It is difficult to see a mighty nation's capital divided up. However, upon closer inspection of the history of Shirekeep, I also see that this tripartite division fostered growth in Shirekeep's outskirts that never would have been possible under monolithic Imperial Rule.

That said, the fact that Lichkeep is an Imperial Dominion, while Cabbagefall is not, creates an unclean arrangement in my opinion. Since both Lichkeep and Cabbagefall have prospered under the administration of their States I should like to end the ambiguity of Lichkeep's status by formally ceding all claim to Lichkeep as an Imperial Dominion. Lichkeep is now fully integrated into Lichbrook.

With the return of Lichkeep to Lichbrook, the Octavian City Council, established in Decree 645, is officially re-incorporated.
