IMPERIAL DECREE Nº 671 ON THE RATIFICATION OF THE AGREEMENT ON THE BORDERS BETWEEN THE DEMOCRATIC PEOPLE'S REPUBLIC OF ELWYNN, THE KINGDOM OF LICHBROOK AND THE CITY OF SHIREKEEP
I, Kaiser by the Grace of the Gods, Resurrected Voice of the Past, Piercer of the Veil of Death, do by these Presents decree the following:
As the Democratic People's Republic of Elwynn, the Kingdom of Lichbrook, and the Golden Mango Throne have reached an agreement upon the common borders between the former two Imperial States and the City of Shirekeep, and as all have duly signed said agreement:
BE IT KNOWN that I hereby ratify the aforesaid agreement, attached to this Decree in the first schedule, on behalf of the City of Shirekeep and the Imperial County, and recognize the map attached in the second schedule as a valid representation of the resulting borders.
Thus is it written and decreed at Raynor's Keep, in this Year of Our Sector Five Thousand Four Hundred and Seventy-Three, by the hand of

Herald of Life and Death, Defender of the State of Raynor, Lord of the Imperial Dominions, Wielder of the Sword of Death, First Servant of the States, Conduit of the Will of All Gods.

Schedule the First
AGREEMENT MADE AT SHIREKEEP ON THE BORDERS BETWEEN THE DEMOCRATIC PEOPLE'S REPUBLIC OF ELWYNN, THE KINGDOM OF LICHBROOK AND THE CITY OF SHIREKEEP.
1. PARTIES
The Parties to this agreement are:
The Democratic People's Republic of Elwynn, represented by the Chairman of the Presidium of the Standing Committee of the Supreme Council of the Democratic People's Republic of Elwynn, Aasmund Vigeland, hereafter DPR Elwynn.
The Kingdom of Lichbrook, represented by Her Royal Niftiness the Queen of Lichbrook, Duchess of Brookshire, Lichgravine of Overdolor, Countess of Caverden and Woodshire, Mira Raynora the Elder, hereafter Lichbrook.
The City of Shirekeep, represented by His Majesty the Kaiser of Shireroth, Mors IV Nerrolar, hereafter Shirekeep.
2. BORDERS
The borders between the Parties are delimited as on the representation in schedule 1 to this agreement.
3. CROSSINGS
DPR Elwynn and Shirekeep establish two border crossings on Laqi Hyrrion Street and Saint Zor's Highway.
DPR Elwynn and Lichbrook establish one border crossing at Lukedu Gate on Infernal Avenue.
Lichbrook and Shirekeep establish one border crossing on Mira Raynora Minor Bridge.
One border crossing will be established at the border between Lichbrook and DPR Elwynn on Kaiser's Boulevard. One border crossing will also be established on Kaiser's Boulevard on the border between Lichbrook and Shirekeep. These border crossings will be staffed from all three Parties and passage through one of them guarantees fast-track passage through the other border crossing on the same street, provided that the second crossing is made within three hours.
Alterations to the number and placement of border crossings may be established by mutual agreement.
4. ENTERING INTO FORCE
This agreement shall be ratified by the relevant constitutional processes of the Parties. Instruments of ratification shall be exchanged at Shirekeep and enter into force immediately once all instruments of ratification have been exchanged.
Therefore, this agreement has been signed, in the City of Shirekeep on 5466 ASC by the representatives of the Parties:
