MIRA, Steward of the Imperial Republic, Count Palatine of Kezan and Khanum of Cabbagefall, gives praise to the Gods in the name of:

AYREON IV, by the Kharenah of Zurvan, Qaisar-e Sathratiye, who, by this Imperial Decree, gives unto his subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.


IMPERIAL DECREE 1021: Institutions in Siyacha

Section 1. Extension of law

In accordance with the sovereign desire expressed by the people of the Siyacha Free State, all laws, decrees, ordinances, edicts, regulations, and orders (“imperial prerogatives”) of the Imperial Republic that make provisions for defence, foreign affairs, intra-Shirerithian or international trade, and defence are extended to the law of the Siyacha Free State.


Section 2. Establishment of Institutions

Institutions to enforce the sovereign desire of the people of the Siyacha Free State are established.

These institutions are:

  1. The Imperial High Commission in the Siyacha Free State
  2. The Imperial Marshalcy in the Siyacha Free State
  3. The Imperial Court of Justice for the Siyacha Free State
  4. The Imperial Revenue Authority for the Siyacha Free State
  5. The Imperial Inquisition in the Siyacha Free State


Section 3. Imperial High Commission

  1. The Imperial High Commission is the Imperial Government's representation in the Siyacha Free State. The Imperial Envoy to the Siyacha Free State is the chief officer of the High Commission, and the Kaiser appoints the Imperial Envoy.
  2. The Imperial High Commission shall, through estabilishing military stations in the Free State, mediate communications between, on one part, the Imperial Ministry of Military Affairs and its division in the Free State, and, on the other part, the Free State authorities.
  3. The Imperial High Commission shall, before the Imperial Ministry of the Exterior, represent the interests of the Siyacha Free State. The Imperial Ministry of the Exterior assumes the power to conduct foreign relations on behalf of the Siyacha Free State.


Section 4. Imperial Marshalcy

  1. The Imperial Constabulary is represented in the Siyacha Free State by the Imperial Marshalcy in the Siyacha Free State.
  2. The jurisdiction of the Imperial Marshalcy is limited to the enforcement of imperial prerogatives.
  3. The Imperial Marshalcy has power to investigate, protect and arrest.


Section 5. Imperial Court of Justice

  1. The Imperial Court of Justice for the Siyacha Free State holds the judicial powers over offences and disputes under the imperial prerogatives.
  2. The judges of the of the Imperial Court of Justice are appointed by the Imperial Envoy.
  3. The Imperial Envoy appoints also the President of the Imperial Court of Justice.
  4. The President shall make provisions for the administration of the Court.
  5. Petitions for appeals from the Court are addressed to the Imperial Judex.


Section 6. Imperial Revenue Authority

  1. The Imperial Revenue Authority for the Siyacha Free State (IRA) shall each year collect ten per cent of the preceding year's gross domestic product.
  2. The IRA decides on the manner of collection for the upcoming year in consultation with the Free State Government.
  3. The Imperial Envoy decides on the organization of the IRA.


Section 7. Imperial Inquisition

The Imperial Inquisition in the Siyacha Free State prosecutes offences under the imperial prerogatives. The Imperial Inquisition in the Siyacha Free State is appointed by the Imperial Inquisition established under the Charter of the Imperial Republic.

We have caused the Seal of Our Imperial Ministry to be affixed to this Decree which We have signed with Our Hand.
