Farmâns of Jadid Khaz Modan

As an Imperial Dominion, the Emirate, comprising of the islands of Amity and Yardistan and their dependencies, operates under the purview of Imperial "Federal" Law; however Imperial Law does not cover every aspect of public life. Outside of the law, life on the islands is regulated in accordance with ancient Babkhi custom and philosophy. The function of the Emir or Emira therefore is to uphold and defend the Harmonious Society through orders known as farmâns, that regulate the political, social and economic aspects of life on the island.

The following Kānūn, or code, inspired by contemporary best practice, is a list of Farmâns issued by the Emira, Isabella Simrani-Kalirion, Governeress of Emirate of Jadid Khaz Modan and her successors.

31 Qinamu, 1650 Formation of the Jaysh al-Sathrati

I.
There shall established in the Emirate of Jadid Khaz Modan, for the protection of the House of Ayreon-Kalirion, a force, known as the Jaysh al-Sathrati under the command of the Emira of Jadid Khaz Modan. The Jaysh al-Sathrati shall comprise of one hundred and twenty-thousand men at arms for the protection of the person of the Kaiser and Emir of Sathrati, the Emira of Jadid Khaz Modan, the Ribat Ayreon-Kalirion and the recognised heads of the dynastic branches, and such other tasks as the House of Ayreon-Kalirion may see fit to direct them to undertake, including the maintenance of the Register of Pledged Souls.

II.
Each pledged soul (Fidai) appointed to the command of one thousand-two hundred of the Fedayeen shall receive the rank of Sarhang and receive a Commission to execute the will of the Emira in the Emirate of Jadid Khaz Modan.

III.
The Master of the Jaysh al-Sathrati, to whom all Sarhangs must account themselves, is the creation of the Emira of Jadid Khaz Modan. The Master of the Jaysh al-Sathrati shall serve as the Emira's deputy in all matters pertaining to the Jaysh al-Sathrati and shall retain his life and office at her pleasure.

IV.
A Ribat (Chapter House) of the Jaysh al-Sathrati shall be established in each Ward of the Emirate of Jadid Khaz Modan.

V.
The Jaysh al-Sathrati shall be subject to such rules as shall be promulgated by the Emira.

I.
Armin Jamal-Arminzadeh is appointed Master of the Jaysh al-Sathrati for so long as he enjoys the pleasure of the Emira of Jadid Khaz Modan's pleasure.

II.
The Ward of Nigrad Nehix is granted to the Master of the Jaysh al-Sathrati as his fief, for so long as he retains the Emira's trust and confidence.

I.
Any soldier of the Goldshire Jaysh al-Sathrati, quitting the service of its unworthy spendthrift King, who presents himself before the Emira at the citadel of Arg-e Ardashir with the severed head of an Octalune, taken on departure from that Kingdom, shall receive a reward to the value of one hundred grams of gold as a mark of the Emira's pleasure and satisfaction.

II.
Any person found to have presented a head, either in the pretence of being in the Jaysh al-Sathrati or in the act of passing off the head of an innocent as an Octalune shall themselves forfeit their head.
