Emperor of the United States of America in the second half of the 19th century. Norton, distressed by the seeming inevitability of Civil War, declared Congress dissolved, proclaimed himself to be Emperor and moved the seat of government to San Francisco.

Later, concerned by French encroachments to the south, he declared a Protectorate over Mexico.

Beloved by his people, he was saluted by his loyal subjects as he patronised the theater and the arts. Never a burden on the Treasury, his expenses were supplied by donations. He ruled with a light hand. His death brought great sorrow and the end of an era.
