Daniyal Sikander Dravot, Steward of the Imperial Republic of Shireroth, renders one thousand salaams in the name of:

NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, who, by this Imperial Decree, gives unto her subjects and retainers, greetings, and unto the gods of Shireroth, undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.


IMPERIAL DECREE 864: Alcohol

  1. Alcohol may only be sold within Shirekeep in duly licenced Public Houses and Liquor Stores registered with the Prefect of the city and the Office of Bounties and Factorage.
  2. Public Houses must be owned and run by the Publican who dwells within the premises for which he has applied for and received a licence.
  3. Any publican who does not register his premises with the Office of Bounties and Factorage in accordance with Imperial Decree 859, who subsequently serves alcohol to a non-resident of Shirekeep shall be subject to the full penalties associated with the offence of Unlawful Commerce.
  4. Any publican who does not apply to the Prefect of the city for a licence to sell alcohol for his premises, may be subject to the full penalties associated with the offence of Unlawful Commerce.
  5. Any publican who does not make a gift of good will to the Steward upon the opening of his premises, may be subject to the full penalties associated with the offence of Unlawful Commerce.
  6. Any publican who denies a citizen who has been granted the Liberty of Shirekeep his free pint of any beverage, may be scourged and expelled from the city.
  7. An Imperial Pint, known as a leivu, is 500 milliliters, and a barrel of beer, cider, wine, or spirits must hold 25 leivu.
  8. A large barrel, which may also be delivered in Shirekeep, will contain 400 leivu of beer, cider, wine or spirits.
  9. Any beverage whoses alcohol content is less than 4% for small beer, 8% for great beer or cider, 12% wine and 16% for spirits, must not be sold.
  10. Whomsoever sells mislabelled alcohol shall, upon being convicted by a duly appointed court, be subjected to an unlimited fine, as determined by the court, payable to the Office of Bounties and Factorage.
  11. The rules for the Public House are:
a. The architecture and fittings must be amenable to their surroundings and to the greater architectural style of the City of Shirekeep.
b. The pub is quiet enough to talk.
c. The barmaids shall know the customers by name and take an interest in everyone.
d. It sells aspirins and stamps, and there shall be no objections to the use of the telephone.
e. It must sell food, both in snack and in meal form, of good quality and at reasonable prices.
f. A beer garden and restrooms shall be provided and maintained.
g.If the publican furnishes television, he shall broadcast relevant and important events, both sporting and otherwise; shall procure and maintain the necessary equipment &c. for so doing; and shall provide sufficient televisions so as to be visible to the entirety of the public bar, and to other bars of his choosing.
12. Nothing in the foregoing shall forbid a Publican from operating a liquor store, off-licence, packie, or &c. on the premises of his Public House, or immediately adjoining such, and under the same licence.

IN WITNESS OF THE SUBLIME MAGNIFICENCE OF OUR LADY THE RADIANT SUN WHEREOF We have caused the Seal of the Steward to be affixed to this Decree which We have signed with Our Hand. Given at the Keep this Twenty-third day of Elroqpinu in the year after the death of Norton one thousand six hundred and forty-six.
