Imperial Decree 45
Imperial Decree 45 was almost certainly issued by Steward Nikkolo I. The decree was one of several lost due to the Anarchy21 terrorist attack on Shireroth on 18 February 2003. It was never recovered.
It is likely that the decree had something to do with the low level of activity at the time, since both Imperial Decree 44 and Imperial Decree 46 were issued to impel citizens to return to Shireroth in order to generate activity (see also Oustfest).
