Imperial Decree 283 - Temporary Chain of Command
(NOTE:Some authorites consider this Decree and Imperial Decree 282 to have been invalid. It is included here for the benefit of historians in the future.)

Until the settlement of the situation outlined in Decree 282, the emergency chain of command is to be as follows: the Steward (acting in place of the Kaiser) the Preator the Arbiter the Duke of Straylight.
