Imperial Decree 283 The Regency Protocols

Shireroth,

I have read the opinions, took advice from The Arbiter, and listened to the opposition. I have made a determination regarding the question of the Throne in The Kingdom of Babkha. I will accept the Regency until such a time as Shahanshah Rashid returns. Upon his return, if my Royal Cousin decides to benefit me by offering the Crown of The Kingdom of Babkha, I will once again return to the Landsraad and ask my people their thoughts. To clear the doubts of those who oppose this act, I now commit to the following:

- I, Kaiser Hasan I of The Imperial Republic Of Shireroth will take the Regency of The Kingdom of Babkha as my own.

- That The Imperial Republic Of Shireroth and The Kingdom of Babkha will remain two separate and sovereign states, independent of one another, and owing no allegiance to another.

- That in questions where the policies of both realms conflict, I shall defer judgment to The Steward in Shireroth and The Grand Vizier in Babkha, unless approached by both parties to make judgment.

- That the respective citizens of both realms are free to associate between themselves within the predetermined traditions and laws of each realm and are under no obligation or order to submit themselves to the leadership of the other realm except through the custom of respect to nobles and to my Reign as Kaiser of Shireroth and Regent of Babkha.

- That the title of Kaiser of The Imperial Republic of Shireroth, and The Title of Regent of The Kingdom of Babkha exist in limitation through my personal union and through no other. That I retain both Thrones separately and with limitation to the laws and terms granted respectively to each Throne.

- That the hereditary nature of both Thrones are not predetermined.

- That the Majilis of The Kingdom of Babkha and The Landsraad of The Imperial Republic of Shireroth may enact opposition to my dual reign via means of vote to 2/3rds of votes in favor. That I will honor the vote, and end my Regency in the respective realm where the legislation has passed.

- That both realms are to retain their geographic identity separate from the other.

- Finally, that the subjects of each realm shall show favor of friendship to one another in a brotherly fashion and assist one another as it is my will.
