A Baron is a minor noble who is granted a territory (oddly enough called a Barony within a Duchy by a Duke. They are also allowed to speak in the Landsraad and are sometimes granted the ability to vote within the Landsraad by their Duke, assuming the current Procedures of the Landsraad allows for either.
