Stoppengrad is a small city located on Mishalan's largest reservoir, Lake Ilena. The city derives its name from the reservoir - stoppen meaning dam, and grad meaning city - as the city was a base for construction crew while the reservoir was being constructed. Residents relocated from the flooded valley that would become Lake Ilena were also moved to Stoppengrad. The city relies primarily on industry relating to the maintenance and operation of the dam (Stoppen Dam), which includes a major hydroelectric plant, and on tourists visiting the lake.

Lake Ilena is fed by the western tributaries of the River Elwynn, known in Mishalan as the Mudryy River, which are then held back by Stoppen Dam to form the reservoir and run the hydroelectric plant. The tributary then continues on to the Elwynn. Mudryy is Mishalanski for "wise".
