This was a new set of procedures for the Landsraad proposed by Erik Mortis on ASC3236. The Bill was passed on June 21, 2008 by the Landsraad.


Procedures of the Landsraad

1. Members of the Landsraad

Membership in the Landsraad is determined in accordance with the Imperial Charter and the recognized noble titles, as outlined in the Imperial Lawbook. Only Dukes or their appointed Emissaries are considered Voting Members of the Landsraad.


2. Bills

The Landsraad passes changes to the LawBook. Each bill is presented in the form of an unambiguous change to the LawBook, and must have a name used by no bill presented before it. Any Voting Member of the Landsraad, the Kaiser, and the Praetor, can present a bill for voting.


3. Voting Procedure

A.

1. After a bill has been presented, there is a period of exactly four days (96 hours) during which the members of the Landsraad can vote on it. Each Voting Member has one vote which he or she may cast in any unambiguous way to represent a vote of aye or nay, on any bill during the voting period. A vote only applies to a bill exactly as it has been presented. At the end of the period, the Praetor counts the votes, and announces the result. If the ayes outnumber the nays, the bill is passed and shall be announced as such by the Praetor, and becomes an act of the Landsraad. The Praetor then updates the LawBook with the changes.v

2. The value of The Erb shall be pegged to a vote in The Landsraad. The total amount of erb held by the combined sum of funds in the accounts of a given Duchy will be counted as the total amount of votes that the voting member has within the Landsraad. Only Dukes have a voting right in the Landsraad, either Aye or Nay.

3. There is no section three.

4. The Ducal voting shall be public, and the amount of erb in each Duchy shall be tabled at the conclusion of each vote. Erbs in Shirekeep will always count as an Abstain vote.

5. The Kaiser may not use the balance of The Household Account to vote in the Landsraad, but may use the balance as otherwise desired within the limit of regulations stated in this Law.


B.

1. Erb counted toward votes in the Landsraad are not terminated at the end of each vote, but may be reused and reflected in the gain and loss of currency within the account of each voter.

4. The Praetor

The Praetor is appointed in accordance with the Imperial Charter and has the rights and obligations established therein.


5. Speech

The Kaiser, any Voting Member of the Landsraad, and the Praetor, can freely express their opinion on any bill presented in the Landsraad. Imperial Ministers may speak on bills involving their ministry. The Imperial Arbiter may speak on bills to alleviate potential legal contradictions and/or violations, and/or when an official legal opinion is requested. Those without right to speak within the Landsraad may voice their opinion at the Landsraad Front Gate.
