IMPERIAL DECREE 905
Imperial Institutions in the State of Talenore

Section 1. Extension of Law

We extend, under Article 2 of the Treaty of Friendship and Association between the Imperial Republic of Shireroth and the State of Talenore (hereinafter the Treaty), all laws, decrees, ordinances, edicts, regulations, and orders ("imperial prerogatives") of the Imperial Republic that make provisions for defence, foreign affairs, intra-Shirerithian or international trade, and defence to the law of the State of Talenore.

Section 2. Establishment of Institutions

We, acting under Article 2 of the Treaty, section 5, establish, in the State of Talenore, institutions to enforce the matters of Article 2 in the Treaty as well as to represent the Imperial Government in the State of Talenore.

The established institutions are:

1. The Imperial High Commission in the State of Talenore
2. The Imperial Marshalcy in the State of Talenore
3. The Imperial Court of Justice for the State of Talenore
4. The Imperial Revenue Authority for the State of Talenore
5. The Imperial Inquisition in the State of Talenore

Section 3. Imperial High Commission

I. The Imperial High Commission is the Imperial Government's representation in Talenore. The Imperial Envoy to the State of Talenore is the chief officer of the High Commission, and the Kaiseress appoints the Imperial Envoy.

II. The Imperial High Commission shall, through estabilishing MoMA Stn. Malliki in Talenore, mediate communications between, on one part, the Imperial Ministry of Military Affairs and its division in Talenore, and, on the other part, the Talenorian authorities.

Section 4. Imperial Marshalcy

I. The Imperial Constabulary is represented in the State of Talenore by the Imperial Marshalcy in the State of Talenore.

II. The jurisdiction of the Imperial Marshalcy is limited to the enforcement of imperial prerogatives.

III. The Imperial Marshalcy has power to investigate, protect and arrest.

Section 5. Imperial Court of Justice

I. The Imperial Court of Justice for the State of Talenore holds the judicial powers over offences and disputes under the imperial prerogatives.

II. The judges of the of the Imperial Court of Justice are appointed by the Imperial Envoy.

III. The Imperial Envoy appoints also the President of the Imperial Court of Justice.

IV. The President shall make provisions for the administration of the Court.

V. Petitions for appeals from the Court are addressed to the Imperial Judex.

Section 6. Imperial Revenue Authority

I. The Imperial Revenue Authority for the State of Talenore (IRA) shall each year collect ten per cent of the preceding year's gross domestic product.

II. The IRA decides on the manner of collection for the upcoming year in consultation with the Talenorian Government.

III. The Imperial Envoy decides on the organization of the IRA.

Section 7. Imperial Inquisition

The Imperial Inquisition in the State of Talenore prosecutes offences under the imperial prerogatives. The Imperial Inquisition in the State of Talenore is appointed by the Imperial Inquisition established under the Charter of the Imperial Republic.

Section 8. Talenorian Diplomacy

I. All Talenorian diplomats are transferred to the Imperial Ministry of the Exterior.

II. The Talenorian diplomatic missions outside the Imperial Republic are transferred to the Imperial Ministry of the Exterior.

III. In case of a dispute between a treaty contracted by the Imperial Government and a treaty contracted by the State of Talenore, the treaty contracted by the Imperial Government, by its extension to the State of Talenore, carries precedence.
