Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Decree which by his Kharenah is confirmed for Us and our heirs forever.


IMPERIAL DECREE 896
Pertaining to the Assassination of Empress Asara and the Establishment of a period Stewardy

We are distressed and saddened by the vicious and callous murder of Our Cousin, Asara Sisu, Empress of the Natopians, and we offer the Natopian authorities Our full and unconditional support in whatever they need in apprehending the suspects, restoring order, and bringing peace and stability to the region. Our thoughts and prayers are with the entire Natopian nation as it mourns the loss of its apex. We have decided to make way to Natopia immediately to support that nation in these devastating circumstances and to safeguard Our own right, and upholding Our own duty given Us by the People of the Elian Lands as their Queen, in restoring peace, order and good government to Walstadt. Accordingly:

  1. Natopian military and civil authorities shall have free use of the airport, spaceport and seaport facilities on the islands of Ura'Bos and Mar Sara. Fuel shall be supplied at Natopian request.
  2. We ban all Shirerithian authorities, outside the explicit authorization of the Kaiseress, to engage in any communication with the renegade authorities in Walstadt.
  3. All flags shall be hoisted on half-staff for five days.
  4. Until We have communicated Our return by Imperial Decree, the Steward exercises the executive powers of the Imperial Government.
