NOOR AS-SALAAM, by the Kharenah of Zurvan, Qaisar Baanooye Sathratiye, to her subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place dedicated to Zurvan this Ordinance which by his Kharenah is confirmed for Us and our heirs forever.


IMPERIAL DECREE 854
On Imperial Decrees, Imperial Ordinances and Ministerial Edicts

Section 1: On Imperial Decrees

  1. The Kaiser (or in the declared absence of the Kaiser, the Steward) issues imperial decrees. To be valid, any imperial decree, henceforth to be published, must meet the following criteria:
    1. The subject line of the imperial decree must include the words Imperial Decree followed by its roll number and a short summary of the title of the imperial decree. The imperial decree is published in the Kaiser's Court.
    2. The imperial decree shall display the coat of arms of the Imperial Republic, and the title part of the imperial decree shall include the words Imperial Decree followed by the roll number and the full title of the particular decree.
    3. The imperial decree shall clearly distinguish its operative parts from its deliberative parts.
    4. The imperial decree shall be signed by the Kaiser (or in the declared absence of the Kaiser, the Steward) and sealed by the appropriate seal of office, and dated in the Norton calendar.
  2. A newer imperial decree supersedes, if in conflict with an older imperial decree, the older imperial decree.

Section 2: On Imperial Ordinances and Ministerial Edicts

  1. The Imperial Minister (or in the declared absence of the Minister, zir deputy, hereinafter the Minister) issues Imperial Ordinances (hereinafter "ordinance") and Ministerial Edicts (hereinafter "edict"). Ordinances and edicts form secondary legislation, subordinate to imperial decrees.
  2. An ordinance is issued by the Minister to address matters pertaining to to the organization of the Ministry, appointments, and general administration within it.
  3. An edict is issued by the Minister to make orders, establish policy, and measures connected to those.
  4. A newer ordinance or edict supersedes, if in conflict with an older ordinance or edict, the older ordinance or edict.
  5. To be valid, any ordinance or edict, henceforth to be published, must meet the following criteria:
    1. The subject line of the ordinance or edict must include the words Imperial Ordinance or Ministerial Edict (as appropriate) followed by its roll number and a short summary of the title of the ordinance or edict. The ordinance or edict is published in the Ministry of the issuer.
    2. The ordinance or edict shall display the lesser version of the coat of arms of the Imperial Republic, and the title part of the ordinance or edict shall include the words Imperial Ordinance or Ministerial Edict (as appropriate) followed by the roll number and the full title of the particular ordinance or edict.
    3. The ordinance or edict shall clearly distinguish its operative parts from its deliberative parts.
    4. The ordinance or edict shall be signed by the Minister (or in the declared absence of the Minister, zir Deputy) and sealed by the appropriate seal of office, and dated in the Norton calendar.
  6. The roll number of an ordinance or edict is made in the following format [YYYY/A/Z/N], where YYYY corresponds to the Norton year, A to the ministry abbreviation, Z to either O (for ordinance) or E (for edict), and N for the roll number of that sort within that ministry for that particular year. The ministries’ individual abbreviations are I for the Imperial Ministry of the Interior, X for the Imperial Ministry of the Exterior, and M for the Imperial Ministry of Military Affairs, and H for the Imperial Household Agency.
  7. The Kaiser (or in the absence of the Kaiser, the Steward) may at any time issue ordinances and edicts.


IN WITNESS WHEREOF We have caused the Imperial Seal to be affixed to this Decree which We have signed with Our Hand. Given at the Keep this thirteenth day of Gevrader in the year after the death of Norton one thousand six hundred and forty-five.

RESCRIPT TO IMPERIAL DECREE 854 (24 Fasmas 1647):
