Imperial Decree #432: Capital, conspiracy, blablabla

By the power invested in me by the Gods,
1. The capital of is moved back to Shirekeep. However: rumours about a coup d'etat by members of the Imperial Administration have reached the Kaiser and this forces me in declaring a state of emergency within the Imperial County.

2. Every citizen, even the Steward, members of the Landsraad and those who have temporarily retreated from the political theatre, will be checked for weapons.

3. The Imperial Guards receive the right to arrest people and search their houses.

4. A curfew is set at 11 o'clock in the evening. It lasts till 5 o'clock in the morning (ASC-time).

5. Let it be known that the secret service is watching YOU.

6. The City of Eliria in Elwynn is hereby appointed as war capital in case Shirekeep falls in enemy hands. This is a sign of trust and gratitude towards one of the most loyal (and closest to the original capital) Duchy of the Imperial Republic.
