Imperial Decree #429: Evacuation and temporary retreat

By the power invested in me by the Gods,
Considering the enormous losses ([1]) in the struggle against Al Magroth, the Dark Lord, I order the evacuation of Shirerithian women and children of Shirekeep. Babkhans will stay in the city until further notice (which most probably will be never).

While we know we will never lose our beautiful capital in a war against Evil, I consider it safer to temporary move the administrative center to the City of Eliria in Elwynn.
