The Imperial County was created by Kaiseress Anandja I and comprises of the city Shirekeep, as well as the Skyla islands off the Brookshirian coast. The Imperial County is a fief directly under the Kaiser. The Imperial County is ruled by the Prefect, directly appointed by the Kaiser.
