Then what was the point of putting that restriction on time?

What Erik said. If you're going to waive the time limit every time you award honors, why not just remove it altogether, or just say that it only applies to honors given by the Landsraad? But thanks anyway, your Niftiness. :worship

The restrictions, Your Niftiness. :document
From a distance I'm concerned about the rampant lawyerism manifesting itself in Shireroth currently. A simple Kaiserial slap on the wrist or censure by the community should suffice. - Jacobus Loki

Are in the LawBook and thus technically inferior to all Imperial Decrees.

I know, Mike. But this can bring confusion, in the future.

Kaiser Mahamantot XI: I want to award everyone!
Peasant: But the restrictions, Your Niftiness...
Kaiser: It happened before and it will happen again! :angry
Peasant: But why do we have those restrictions, Your Niftiness? :fish

This has already brought confusion. :) It's up to us in the Landsraad to adopt the LawBook regulations to reality, or for the Kaiser to do the same.

I'm an idiot. :fish The regulations are of course in the DecreeBook, so it is only up to the Kaiser to adopt them to reality. We can only complain. :knife

And they are binding on him then... He'd have to change the Decreebook first.

What is this "implied repeal"? Regardless of the laws in the Decreebook, the Kaiser's word is still law until overturned by the Judex and the Landsraad.

Implied repeal means that when a lawmaking institution passes a law that is in conflict with another law, the original law is effectively repealed. There is no specific rule requiring new Imperial Decrees to conform with the DecreeBook, but it would be easier if they did.

By traditional view, the Kaiser is bound by past decrees, until those decrees are repealed... ie. the Decreebook binds the Kaiser, until he edits the Decreebook.

Implied Repeal does not count here. Nor anywhere, as it's not a term under Shireroth law.

There are alot of things that are not terms under Shirerithian law that we still conform to. Tradition, for one. According to the Charter the Kaiser may "make any decree regarding the operation, behavior, functions and/or policy of Shireroth, as well as any actions he deems fit, as long as they do not violate this Charter." The DecreeBook further states that the Kaiser "may use Imperial Decrees in any manner he wishes." So, we can complain, but we only have tradition on our side.

So, Mr. Arbiter, please write me a Decree that fixes it!

That which we are complaining about. Perhaps your legal firm could write a decree that works. and get paid.

Yes, that would be an option. That is my job there after all. :thumbsup If his Niftiness is interested, he could PM me what he wants the decree to do and I'll draft it. In my capacity as a lawyer of course. :yay:
