well you have to realize the economy isn't at this point and time something the goverment is supposed to be running, they oversee it of coarse but don't actively influence it, hence why they don't spend money on it.
National defense however is something which is strictly run by the national government. Also military activity be it war or just buildup of arms does produce jobs. since to my knowledge most American military hardware is built in the US.

The problem is, we're throwing trillions of dollars into another country while we're letting ours rot. That's not right.
