Counts aren't really nobles. As Counts, they are granted an accord of respect within their Duchy, but beyond that they really don't receive any benefits. For a short period, Counts were allowed to speak (and in some instances, even vote) in the Landsraad, though that has changed and is no longer the case. Currently, only Barons and Dukes may speak and vote in the Landsraad.
