Imperial Decree #75: Kaiseress' Lovin'

I hearby decree that all male citizens give me, Kaiseress Jadie I, some lovin at least once every fortnight. Exceptions will be made only on individual basis and the person wishing the exception must discuss their circumstances with the Kaiseress.
