IMPERIAL DECREE 916
Establishing the Position of Acting Steward
In the absence or incapacity of the Steward, the most Senior Member of the Imperial Advisory Council available shall act as Steward. The Acting Steward shall hold all powers of the Steward until the return of the Kaiseress or the Steward.
Seniority of Imperial Advisors shall be as follows:
- The Imperial Minister for the Interior
- The Imperial Minister of Military Affairs
- The Imperial Minister for the Exterior
- The Chamberlain of the Imperial Household
- The Prefect of Shirekeep
- The Imperial Inquisitor in Chief
