As planned ([http://shireroth.org/forum/viewtopic.php?f=3&t=12807]), I hereby abdicate the throne in favour of Erik Mortis. I wish to be known in history as the Preparer, owing to both the fact that the purpose of this kaisership was largely to prepare for Erik's next ascension, and the fact that it was the first one of my kaiserships that I actually made some sort of plans for (some of them I ended up even implementing!).
Due to some controversy at my last idea of how to appoint this office I have repealed [[Imperial Decree 450|decree 450]].  
 
I hereby grant the office of [[Arbiter|Imperial Arbiter]] to [[Jacobus Loki]]. He and I have not seen eye to eye on issues lately, and it is for exactly that reason I want him as Arbiter. I want him to challenge me if I overstep my authority in any matter. I want him to be another set of eyes on the nation, unswayed by my own personal goals.

Imperial Decree #451: Imperial Arbiter (Redux)

Due to some controversy at my last idea of how to appoint this office I have repealed decree 450.

I hereby grant the office of Imperial Arbiter to Jacobus Loki. He and I have not seen eye to eye on issues lately, and it is for exactly that reason I want him as Arbiter. I want him to challenge me if I overstep my authority in any matter. I want him to be another set of eyes on the nation, unswayed by my own personal goals.
