IMPERIAL DECREE Nº 714
ON APOLLONIAN ASSETS IN THE IMPERIAL DOMINIONS
BY
HIS MAJESTY THE KAISER
1. All assets in any Imperial Dominion held or owned by any citizen, resident or entity of or associated with the Apollonian Confederation are immediately seized ("the seized assets").
2. The seized assets will be under the stewardship of the Banke Anzarolexion, a bank established in Eliria with offices in, among other places, Shirekeep.
3. Within one Elw year from now, any owner of any of the seized assets may apply for a partial or full restitution of zir seized assets, if:
3.1 zie proves satisfactorily that zie is indeed the owner of the seized assets claimed for restitution,
3.2 zie is not a member of or agent of any government or government official in the Apollonian Confederation,
3.3 zie proves satisfactorily that zie will not use any of the seized assets given zir in restitution in any way that harms the integrity, security, peace, order or reputation of the Imperial Republic.
4. Any such claim for restitution of seized assets will be sent to the Kaiser. In cases of great legal doubt, the decision of the Kaiser may be appealed, by any interested party, to the Judex.
5. Any assets not claimed within the one-year period beginning by this decree will be transferred to the ownership and stewardship of the Imperial Government.
Done at the Keep the seventh day of Fasmas the year sixteen-hundred and twenty-two.
