After waiting the promised two weeks, and no negotiations having arisen to give him an excuse to drag his nation back into negotiations, the Kaiser issued Imperial Decree #159 yesterday, claiming Lorelei irrevocably in the name of Shireroth. Nearby citizens said, "Yeah, like we didn't own it already. Hell, the YAC probably had it before it was even created."

The Decree stated also that "All claims of non-Shirerithian parties on Lorelei shall no longer be entertained." The Kaiser also went on to make a statement of foreign policy, presumably to cover his ass if he ever got hit by this situation again in a future Kaiserial incarnation:

"whensoever a nation or polity is brought into the fold of our glorious Imperial Republic, all its lands and territories shall, unless otherwise arranged in the treaty or agreement of annexation, be considered Shirerithian lands.

We recognize further that when, in a nation that is negotiating for annexation by Shireroth, there is a territory whose exclusion from that annexation might be desirable, such an exclusion must be explicitly stated in the final agreement. After the agreement is complete, all territories not excluded from the agreement shall be considered lawfully part of Shireroth, and claims to any of them shall not automatically be entertained."

The general response to the announcement was positive, although Imperial guards had to drag away several bystanders who were yelling, "That was OUR idea! We have copyright!"
