Well, a different kind of condominium.

The second round of Shireroth-Transattera talks over the disputed region of Lorelei seem to have taken a new turn, away from a permanent settlement and into developing a temporary joint-sovereignty deal to allow more time.

Although Emperor Mik'el Tzion's second post offered light chastisement for the Kaiser's apparent assumption that Lorelei is rightfully part of Shireroth, he moved quickly to answering the questions of his inactivity, noting that Lorelei was given to him by the Duke (formerly Emperor) of Arminy and never taken away. There is, in fact, some question over this. Research done by the View has found the official confirmation of HSIH as the Baron of Lorelei, in Bodeword 1. However, an act of the Ricchesdey, the A Few Modifications Act, notes,

"Art 1

This act will be valid if the Treaty of Arminsbur3 with Shireroth is enforced. 
Art 2 

All decrees by His Majesty, the Hei3Keiser are repealed for the duration of Arminy's membership in Shireroth. Furthermore all acts and laws passed by the Ricchesdey are repealed for the same duration." (emphasis added)

This act was allowed to pass by Emperor (Hei3Keiser) Johanns. If this Act is still in force, then, the Bodeword that granted Lorelei to the Emperor was and is nullified, athough the wording of the first article makes one wonder if the Act is self-nullifying. The issue is apparently one that the Kaiser has chosen not to press for the moment, however.

The Emperor continued with his compromise proposal, in which Transattera and Shireroth would exercise a Condominium, or joint sovereignty, over Lorelei for a period of one year, during which time a more permanent solution could be worked out without hurry. The Kaiser, in his reply, agreed that the idea was probably better than any other temporary arrangement, suggesting a four-point outline of how the Condominium would operate. Reports indicate that he is pondering other points that could be added in the final agreement, and that he is also wondering if the Condominium deal could possibly be packaged with the Transatteran recognition deal that will be put before the Landsraad.
