A Prime Minister is, traditionally, the head of a government in a Parliamentary Democracy. It is often said that the Prime Minister is the "first among equals" in the Parliament. Often, the Prime Minister offers advice to the head of state (often a monarch or vice-regal), who customarily accepts this advice. Failure to accept this advice would require the head of state to dismiss the Prime Minister.

Differentiations

Very occasionally, such in the case of Tesseria, the Prime Minister may have a different role and only be the symbolic Head of Government, as the monarch holds the real power. This symbol may involve the Prime Minister lead a shadow cabinet which the Prime Minister chairs, this cabinet may advise the monarch's real appointed ministers.
