IMPERIAL DECREE 764: STATUS OF THE SKYLA ISLES

I hereby grant to my beloved nephew Kaltor Win'Eth the Title of Count of the Skyla Isles. This appointment does not include the rank of Steward or of Heir, Decrees 655, 681, 708 or any others notwithstanding.

The Count, as a talented architect and city planner is entrusted to build there a city worthy of the Imperial Republic whilst maintaining the history of the Isles.
