IMPERIAL DECREE Nº 713

ON POLITICAL ASYLUM

Political asylum will be granted to any foreigner who:

  • 1. enters territory under the imperial jurisdiction of the Kaiser,
  • 2. has a well-founded fear of persecution on protected grounds, and
  • 3. cannot accomodate protection from persecution in any other jurisdiction in which zie has a right of domicile.


Protected grounds are defined as race, caste, nationality or ethnicity, religion, political opinions and/or participation in a social group.

Applications for political asylum shall be submitted to the Kaiser's Court, the Imperial Ministry for the Interior or a diplomatic mission of the Imperial Republic. Applications will then be decided by the Imperial Minister for the Interior. Decisions may be appealed by an interested party to the Kaiser. Decisions by the Kaiser may be appealed by an interested party, if there is a need to make a precedence, to the Imperial Judex. This decision is final.

Once a decision granting a right of political asylum has been made, the applicant will be granted refugee status. This status is valid for two Elwynnese years, after which a new application must be made.

The right of political asylum grants the refugee rights of domicile for the duration of the status in the Imperial Dominions.
