IMPERIAL DECREE Nº 684

Concerning the Neutrality of Shirekeep, Providing for the Establishments of Demilitarized Zones

I, Kaiser by Fate and Fortune, Eighth Sovereign of the Sixth Era, 144th to Sit on the Golden Mango Throne, Servant to the People and the Imperial States, Lord of the Imperial Dominions, etc., Do Hereby Decree the Following:

That, after having experienced a looming possibility of a physical war on the homeland and knowing of the importance to the Imperial Republic's stability to maintain a free and stable Imperial Capital, I have come to the deafeningly clear conclusion that Shirekeep must not be at risk of enemy attack -

Let It Therefore Be Known that the Kaiser shall have the power to designate specific areas of the Imperial Republic of Shireroth under his jurisdiction and direct rule as "demilitarized zones";

Let It Therefore Be Known that the Ministry of Military Affairs shall maintain a public list of all demilitarized zones in the Imperial Republic, listing all appropriate details such as (but not limited to) its scope, area and specific terms;

Let It Therefore Be Known that a "demilitarized zone" shall be defined as a designated area of territory (land, water, or air) in which military installations, activities or personnel is forbidden on Kaiserial orders, with a clear exception provided for ceremonial and traditional activities, and for the preservation of law, order and good government in the Imperial Republic such as (but not limited to) law enforcement officials and agencies;

Let It Therefore Be Known should any entity violating the regulations and terms of a demilitarized zone, the Imperial Republic of Shireroth reserves the right to act in accordance with its duty to preserve its territorial integrity, provide for the common defense and defend its national sovereignty;

Let it therefore be known from herenow forth that Shirekeep, Capital City of the Imperial Republic of Shireroth and home to its central governing bodies, is to be designated as the Shirekeep Demilitarized Zone, numbered as
DMZ-001;
