Imperial decree #438: Straylight

Straylight is hereby refounded as a Duchy. All territory that was in the control of the Duchy of Straylight before its deduchification into Yardistan shall be granted to Straylight, except for the sanct of Lightwave, which will remain the property of the Duchy of Yardistan, in exchange for Duke Ryan's heavy personal investment into this sanct.
