Imperial decree #437: Various positions and stuff

The following people are hereby appointed to the respective positions:

Rhadmor Ravendorff-Marcjan-Chojnacki as Minister of Immigration and Naturalization
Erik Mortis as Imperial Steward
Malliki Tosha as Imperial Arbiter
Harvey Steffke, Ryan of Yardistan, and Allot of Elwynn as Imperial Advisors

Furthermore, the secrecy of the Imperial Advisory Council is tightened. Merely being forum administrator shall no longer give a person access to the Imperial Advisory Council. All that happens in the council is between the Kaiser, the Imperial Steward, and the Imperial Advisors. Only by the Kaiser's decision or by declassification as described in ID#403 can material in the IAC be released to the public.

(This was one of the options I had for solving the problem of Erik, Scott and me prancing around in the IAC like we owned the place even when the ruling Kaiser hadn't invited us in. The other option I had in mind was formalising the arrangement and appointing the three of us as permanent advisors or something. This would have been convenient, would technically have lessened our sway since Kaisers would just be able to happily appoint any three non-us members they like without feeling like they're breaking convention, and would maybe have been effective in stopping some Kaisers from making certain mistakes... but often it's precisely the bravest mistakes, even the ones that are later rolled back, that change the nation in the queerest of ways. Let the Kaisers make mistakes, and let there be weird and interesting choices of advisory councils. That's the kind of stuff that makes Shireroth interesting.)
