Imperial Decree #419: Lord Mayor of Shirekeep

By the power invested in me by the Gods,
1. I hereby establish the position of Lord Mayor of Shirekeep.
2. The Lord Mayor is tasked with the development of the Imperial County (and especially the capital of our great Empire: Shirekeep).
3. The Lord Mayor is head of the Imperial County and directly subordinated to the Kaiser.
4. The Lord Mayor has the privilege to write Decrees, which can be overruled by the Kaiser's word (so no Imperial Decree is needed).
5. The Lord Mayor is appointed directly by the Kaiser.
