Imperial Decree #409: Meshugeneh I

Ardashir Piroz Aurangzeb al-Osmani-Steffki, by the Kharenah of Zurvan, Kaiser, Khan of Vijayanagara, Earl of Alalehzamin, to his subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.

Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place granted to Zurvan this Ordinance which by his Kharenah is confirmed for us and our heirs forever.

We hereby grant these Letters Patent creating the post of Kaiser-Beuftragte & its associated post holder as being representative of the Imperial Will with regards to the appointment of a Special Representative to the Kingdom of Victoria.

1.0. The Incorporation of Jan Sebur
1.1. We create and appoint one Jan Sebur to represent our interests in the Kingdom of Victoria;
1.2. Jan Sebur shall, for the administrative purposes of the executive, be deemed to hereby constitute one body politic and corporate in so far as is required to perform the official function to which the afore named entity has been assigned;
1.3. The Chem of Jan Sebur shall at all times remain the property of the crown.

2.0. Die Kaiser-Beuftragte
2.1. The post of Kaiser-Beuftragte (Imperial Envoy) to the Kingdom of Victoria is hereby created;
2.2. And shall be vested with full plenipotentiary powers befitting a conduit of the Kaiser's will to negotiate with foreign powers in his name;
2.3. The Kaiser-Beuftragte shall be inducted by this instrument into the DiploCorps of the Ministry of the Exterior for our realm and assigned as special representative.

3.0. Appointment
3.1. Jan Sebur is appointed Kaiser-Beuftragte by duly constituted authority and shall remain so until it is deemed expedient for matters to be otherwise.

4.0. Enabling Clause
4.1. Any further issues arising from this shall be clarified by Imperial Rescript, deriving authority from this decree.
