Imperial Decree #406: Setting out Terms for the Lease of Tymaria City to the Small Commonwealth
Ardashir Piroz Aurangzeb al-Osmani-Steffki, by the Kharenah of Zurvan, Kaiser, Khan of Vijayanagara, Earl of Alalehzamin, to his subjects and retainers, greetings, and unto the gods of Shireroth undying and unthinking obsequience.
Know that We, Mibaradardam be Khorshid va Mah Minamaz dadanam Zurvan, have in the first place granted to Zurvan this Ordinance which by his Kharenah is confirmed for us and our heirs forever.
1.0. Regarding the "Resolution about the Small Commonwealth HQ"
1.1. Whereas we have noted that the Small Commonwealth has expressed an interest in acquiring a lease on Tymaria City so as to site it's headquarters and the Commonwealth Assembly therein, we have also noted the resolution pertaining to this matter that has been put before the Commonwealth Assembly;
1.2. We welcome this approach as it is currently being developed but it is for us to determine the terms of the lease (especially as no fee is being incurred on the part of the Small Commonwealth for this service rendered).
2.0. Terms of the Lease
2.1. In the event of the aforementioned resolution being passed by the Commonwealth Assembly the Minister of the Exterior shall be instructed to communicate to the Primate of the Small Commonwealth the terms of the lease we are proposing as set out in the attached schedule;
2.2. The Minister of the Exterior shall be permitted to negotiate with regards to the length of the lease and the nature of the Tymarian Special Administrative Region but in regards to all other particulars this is our stated and unchangeable position.
3.0. Enabling Clause
3.1. Any further issues arising from this shall be clarified by Imperial Rescript, deriving authority from this decree.

A Treaty for the Lease of Tymaria City to the Small Commonwealth
1.0. The Lease of Tymaria City to the Small Commonwealth
1.1. The Imperial Republic of Shireroth is prepared to lease Tymaria City and its corresponding island to the Small Commonwealth for an initial period of seven-hundred and thirty days (two years), at the expiry of which the Imperial Republic of Shireroth and the Small Commonwealth shall renew the lease for a further two years if both parties agree to a continuation of the arrangement.
2.0. Termination of the Lease:
2.1. The lease shall be terminated and the leased area returned to the Imperial Republic of Shireroth before the expiry of the lease period in the event of:
2.2. The dissolution of the Small Commonwealth;
2.3. A majority vote by the Commonwealth Assembly to relocate to another venue;
2.4. The delivery of a "Notice to Quit" from the Imperial Republic of Shireroth which shall be actioned thirty days after the Commonwealth Primate is in receipt of the same.
3.0. Tymarian Special Administrative Region
3.1. During the period of the lease Tymaria City shall be run as a Special Administrative Region remaining under the sovereignty of the Imperial Republic of Shireroth but under the control of the Commonwealth Assembly and the Primate of the Small Commonwealth;
3.2. The Tymarian Special Administrative Region will be vested with executive, legislative and independent judicial power, including that of final adjudication.
