Imperial Decree 349

By my hand,

There shall be created a document, maintained by the Kaiser or an appointed person, on which is logged all decrees made on Fishday, beginning with those made in my reign. This document shall be entitled the Fishday Manuscript, and shall be kept on the Shirewiki for all to behold.
