Ayreon, by the Grace of Her Most Sacred Lady, Kaiser, Prince of Hvalafell, Count of Shirekeep, unto the Gods of the Cedrist Might, the Lords and Ladies of Shireroth, and the Good People of the Empire, greetings --

1. There shall be established under the Registrar a Register of Avatars and Personas; 2. Citizens and all denizens deemed to have settled in Shireroth shall declare to this register any and all alternative characters, identities, personas and avatars of their will, that are also known commonly as ‘papels’; 3. This shall be done to avoid instances of any erroneous payments to non-entitled characters and to ensure that there can be no confusion of citizen and non-citizen, or person and non-person; 4. The penalty for non-compliance may be determined by the Kaiser;
