I have reflected upon this and I feel that tradition holds that it is the Kaiser who appoints his steward. Therefore I have decided to appoint Lord Elwynn as my Steward on an interim basis.

Lord Elwynn is a successful and effective politician who has been a friend of mine for several years.

I recognize that in the Shireroth of today we have many citizens whose qualities are shining and who I believe will gain the chance of governance for this Empire later on. But in the event of any unforseen eventuality, I feel it is best that my steward is someone I have known for a long time, and that is Lord Elwynn for now. As I'm getting to know the various leaders in Shireroth, I will certainly consider them as replacements when the time comes.
