Imperial Decree 288 (Ayreon I)

This is my first decree. I really, really know it's controversial to do something now when the issue hasn't been settled properly. But I want to keep my honour and my promise to Hasan to succeed him and lead this empire. At the same time my heart feels guilt for broken promises on the other hand, and for the moral circumstances around this. I am so torn, I don't want to do.
