Imperial Decree #231 - The Imperial Appointment

Issued by Kaiser Meskan II Wed May 10, 2006 4:14 pm

Today, a new Imperial Statement is born. One a long time coming. The Imperial Appointment. An Imperial Appointment is an appointment of a citizen of Shireroth to a position of Shireroth, minister or otherwise. Imperial Appointments are legally binding, but do not establish law. They are different from proclamations in that they are fulfilled once, as well as the difference in intent. There is no longer a need to spam the decree numbers with the triviality of the shortness of an appointment. This partially exists in the form of One Time Events, but it gives it a niftier name.

In particular, the following shall be edited and added to the Decreebook, in Chapter I, Section B: (4 is swapped and edited to #5, 4 is added)

Code: 4. Imperial Appointments a. Imperial Appointments are official appointments of citizens to a position, whether it be a minister, nobility, or otherwise. b. Imperial Orders are legally binding. c. Imperial Orders do not establish law, and may be restricted by the Lawbook or Charter as to who the Kaiser may appoint.

5. One Time Events a. Statements that establish a ministry, subdivisions, declare war, create a treaty or have no long term effects on written law shall be known as One Time Events. b. The Landsraad may make law contradicting One Time Events after the Decree, Proclamation, Appointment, or Order as been given with the Kaiser having final say.

For all the future Kaisers: I'm going to be watching (and nagging) you to use this instead of a decree for appointments. :p
